Last winter, the painting contractor for the Delaware River Turnpike Bridge discovered a crack in a main girder on the underside of the bridge and closed all lanes of the bridge traffic. Despite the complexity of task, the bridge would be repaired and reopened within just over a month.

Francis X Carroll has been a Resident Engineer with STV Inc. Since September 2015. Prior to that he had spent time in civil site desin as well as over 5 years with a general contractor working in bridge highway construction. Mr. Carroll is a Licensed Professional Engineer in the State of New Jersey and holds a B.S. in Civil Engineering from the University of Delaware.
Hilary E. Brugger is an Office Engineer with STV Inc. She is responsible for filed office management of document control and review. Ms. Brugger is an E.I.T., holds a B.S. in Civil Engineering from Texas A&M University, and is currently pursuing a M.S. in Engineering Mangement from Drexel University.
